    The 4th Annual Conference of the Programme of Cooperation between Latin America, the Caribbean and the European Union on Drug Policies (COPOLAD) led by Spain, brings together 45 countries from Latin America, the Caribbean and the European Union in Suriname, together with 11 supranational entities and international organizations. Delegations point to the need to improve inter-agency coordination processes to respond to drug-related problems. The exchange of best practices between countries of both regions, an added value in this annual dialogue forum of reference in the sector.

    Money Laundering and Asset Recovery, central topics of the EU-CELAC Bi-regional Meeting for the exchange of best practices, organised by COPOLAD. Meeting organised by FIIAPP under the leadership of the CITCO (Spanish Ministry of the Interior) and the collaboration of the DGPNSD (Ministry of Health, Consumer Affairs and Social Welfare), gathers around one hundred representatives from 35 countries and key multilateral institutions in Madrid.

    For one week, 28 countries from Latin America and the Caribbean will present their national drug reports, key instruments for defining effective drug policies to confront emerging problems. The establishment of Early Warning Systems in 10 countries, a milestone in the region. The development of National Drug Observatories is key to the formulation of evidence-based policies in Latin America and the Caribbean.

    The side event sponsored by Spain is part of the 62nd Session of the Commission on Narcotic Drugs (March 14-22, 2019).  Three CELAC countries stress the importance of inter-agency collaboration to progress on activities promoted within the framework of COPOLAD, which involve key developments in their drugs policies. The drug precursors control, the alternative development and evidence-based policies are the central topics of the progress presented in this side event.

    15 Latin American countries are in Santiago to present the results of how, within the framework of COPOLAD, they are moving towards the incorporation of quality and evidence criteria in this field. PAHO / WHO, CICAD-OAS and RIOD, actively participate in this process since its inception.
