The aim of the meeting is to analyse the state of the art of the region in relation to new threats and existing methodologies as well as define the lines for the Activity and the tasks of the work group and evaluate the time schedule and the foreseen activities.
The first meeting at the Advisory and Decision taking level of the activity 1.6 (Develop methodologies to improve the understanding of drug-related new threats and problems) took place the 22nd and 23rd of August 2017 at Buenos Aires, Argentina.
Activity 1.6 main objective is to have an updated mapping of the new threats and problems existing in the CELAC region.
The specific objectives were:
Design methodological strategies to specific trends-problems
Disseminate knowledge on alternative methodologies
Promote the use of quick diagnosis methods at local level
0.1 - Establish the necessary operational bases to ensure the quality and coherence of the work to be performed and the necessary coordination and participation of all partners.
0.2 - Have adequate baseline information to: provide specificity to the contents and the actions planned in each component; meet initial expectations of each partner in relation to its participation in COPOLAD; and facilitate the programme evaluation.
1.4 - Implement a sustainable bi-regional cooperation capacity building strategy focused on enhancing the reporting capacity of NDOs being in an early stage of development.
1.5 - Implement a cooperation capacity building strategy in key areas identified, with special focus on the assessment of rising trends of problematic use of specific drugs.
1.6 - Continue to develop training opportunities focused in building capacities for strategic planning and the use of monitoring methods and tools, which can be mutually complementary.
Participants (12 total participants): 4 CELAC countries: Argentina, Chile, Colombia, Uruguay 1 EU country: Poland COPOLAD Task Force, CICAD, Experts
Results of the mapping of new threats and problems in the CELAC countries were presented and the following categories were analysed finding substantial differences among countries with Early Warning Systems.
Implemented a sustainable capacity building strategy in key areas identified, with special focus on the assessment of rising trends of problematic use of specific drugs.
At least five (5) CELAC countries -with no previous experience in producing a national report on drugs- have produced and released their first national report on the drugs situation in the country.
