Working Group 1. Cooperation best practices and leassons learnt

This activity aims to contribute to improving the response of the CELAC countries to the control of precursors used in the manufacture of illicit drugs, as well as to the legislation in force, through the production of a series of technical documents adapted to the regional situation and to strengthen and / or train experts in precursor control and legislation at national and regional levels.

  • Conduct an exhaustive bibliographic review that allows to identify updated publications of interest – that are not being used by the CELAC countries- to support technical work in the area of precursors control.
  • Select those publications which, given their content, timeliness and practical usefulness, may contribute to a better performance in the training of experts for precursors control in the CELAC countries.
  • Elaborate a series of publications for the CELAC countries, in English and Spanish, that contribute to the update, reinforcement and training of national experts in the area of precursors.

Associated operational objectives

0.1 - Establish the necessary operational bases to ensure the quality and coherence of the work to be performed and the necessary coordination and participation of all partners.
0.3 - Ensure visibility of COPOLAD and its activities and disseminate the contents in the main political and professional forums in the field of drug policies to be held both internationally and in CELAC.
0.4 - Establish the necessary institutional contacts to avoid duplication with already developed initiatives and ensure synergies with ongoing initiatives, both within the EU and CELAC.
3.5 - Enhance information and intelligence-sharing initiatives by fostering direct contact between the different actors involved in this field (e.g. law enforcement authorities, specialized public prosecutors, etc.).
3.6 - Enhance capacity-building and exchange of best practices for preventing the diversion of chemical precursors for illicit drugs manufacturing, in line with existing bilateral agreements.
3.7 - Contribute to improving the response of the CELAC countries to the control of precursors used in the manufacture of illicit drugs, as well as to the legislation in force, through the production of a series of technical documents adapted to the regional situation and to strengthen and / or train experts in precursor control and legislation at national and regional levels.

Indicators

Developed a maintained/sustainable/demand-driven peer-to-peer assistance exercise, to promote the implementation of national information systems for effective control and monitoring of precursors; e.g. using the model SISALEM and/or other initiatives in this field.
At least the number of CELAC countries that have established a sustainable information system for effective control and monitoring of precursors, has increased by a 20 % (from baseline situation).
Developed a maintained the promotion of information about online available tools among CELAC countries, in particular: a) The E-learning training courses developed by DG TAXUD; and b) Opening in the e-room of COPOLAD a forum on precursors.
