With the aim to stablish an international debate forum on illicit cocaine trafficking, where opinions and experiences of a multidisciplinary nature can be accommodated, the COPOLAD (Cooperation Programme between Latin America, the Caribbean and the European Union on Drugs Policies), in coordination with the Government of the Republic of Ecuador and the Center for Intelligence against Terrorism and Organized Crime (CITCO) of the Ministry of the Interior of Spain, have organized the "2nd Bi-regional Conference on the exchange of best practices: Effective mechanisms to counteract cocaine Illicit drug trafficking routes", held Quito, Ecuador, between April 10 and 12, 2018.
This meeting was attended by 81 experts from Antinarcotic and Intelligence Police Units, Customs Services, Armed Forces and Specialized Prosecutor's Offices of Antigua and Barbuda, Argentina, Barbados, Belize, Bolivia, Chile, Colombia, Costa Rica, Cuba, El Salvador, Spain , France, Grenada, Guatemala, Haiti, Honduras, Italy, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Dominican Republic, San Kitss and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, Uruguay, as well as delegates of the Caribbean Community (CARICOM), Inter-American Drug Abuse Control Commission (CICAD - OAS), Container Control Program of the United Nations Office on Drugs and Crime (UNODC), Center for Analysis and Maritime Operations (MAOC-N) and the SEACOP and AIRCOP Projects of the European Union.
This activity, is part of a regional cooperation approach and has explored a wide range of aspects that constitute the threat of global organized crime manifested through cocaine trafficking. The works developed paid special attention to the most important aspects of criminal organizations structures dedicated to cocaine trafficking, their "modus operandi", maritime and air routes, police investigation methodology, risk analysis of containers, recreational crafts , comprehensive security in ports and airports, use of human mail ("mules") by criminal organizations, profile of suspicious passengers, concealment modes and air cargo, in addition to the importance of international cooperation in the fight against this criminal activity.
- Associated operational objectives

0.1 - Establish the necessary operational bases to ensure the quality and coherence of the work to be performed and the necessary coordination and participation of all partners.
0.2 - Have adequate baseline information to: provide specificity to the contents and the actions planned in each component; meet initial expectations of each partner in relation to its participation in COPOLAD; and facilitate the programme evaluation.
0.3 - Ensure visibility of COPOLAD and its activities and disseminate the contents in the main political and professional forums in the field of drug policies to be held both internationally and in CELAC.
0.4 - Establish the necessary institutional contacts to avoid duplication with already developed initiatives and ensure synergies with ongoing initiatives, both within the EU and CELAC.
3.4 - Deliver a demand-driven capacity building strategy and exchange of best practices in the field of DSR, including key issues such as alternatives to prison, money laundering and cocaine trafficking routes, which can complement and increase the coverage of other projects supported by the EU and other multilateral Agencies.
3.5 - Enhance information and intelligence-sharing initiatives by fostering direct contact between the different actors involved in this field (e.g. law enforcement authorities, specialized public prosecutors, etc.).

Ecuador hosts COPOLAD meeting between Latin America, the Caribbean and the European Union to counteract the cocaine trafficking routes
Quito, 10 April 2018. From 10 to 12 April the 2nd Bi-Regional Meeting EU-CELAC for the Exchange of Best Practices: Effective mechanisms to counteract cocaine Illicit drug trafficking routes is held in Quito. This meeting is organised by the Cooperation Programme between Latin America, the Caribbean and the European Union on Drugs Policies (COPOLAD), programme financed by the European Union and managed by the International and Ibero-American Foundation for Administration and Public Policy (FIIAPP), which aims to promote the experience and best practice exchange in the field of the control of the illicit drug trafficking. During the meeting, the identification of new cocaine routes is addressed, both maritime and aerial, along with the analysis and debate of the key practical aspects over the policy research methodology and to exchange criteria on the increasing importance of the international cooperation.
More than 30 countries participate at the meeting, from Europe, Latin America and the Caribbean, whose delegations are formed by counternarcotic, military and customs Unit experts, along with representatives of the Inter-American Drug Abuse Control Commission (CICAD), the Caribbean Community (CARICOM), the United Nations Office on Drugs and Crime (UNODC) - Container Control Programme, and responsibles of other EU projects as SEACOP and AIRCOP.
The meeting counts with the leadership of the Government of the Republic of Ecuador and the Intelligence Centre Against Terrorism and Organized Crime (CITCO), Spanish Ministry of the Interior. The opening remarks are given by Ambassador Marianne Van Steen, head of the Delegation of the European Union to Ecuador, Mr. Andrés Pérez from CITCO-Spain, along with remarkable presence of high representatives from the Ecuadorian Government: Ministry of Sports (S), Mr. Roberto Ibáñez Romero, the Technical Secretary of Integral Drug Prevention Policies, Dr Ledy Zúñiga Rocha, the Vice-minister of Home Affairs Mr. Andrés de la Vega and the Vice-minister of National Defence, Mr. Felipe Vega De la Cuadra. Furthermore, they will be accompanied by Jorge Cabrera Espinosa, National Director of Aquatic Areas (S) of the Navy of Ecuador, the Clnl. Marco Vinicio Villegas Ubillús, National Counternarcotic Director of the National Police of Ecuador and Mr. Martín Tamayo, Director of HR and Peace of the Ministry of Foreign Affairs and Human Mobility.
The Ecuadorian entities that lead this activity are Ministry of Foreign Affairs and Human Mobility, the Ministry of the Interior, the Ministry of National Defence, the Technical Secretariat of Integral Drug Prevention Policies (SETED) and the National Police of Ecuador.
