- Encare es una organización comprometida con una visión integral de la salud, apunta a colaborar en la comprensión de las diferentes causas que hacen al problema del uso indebido de dorgas y fortalecer la capacidad que los actores y redes comunitarioas tienen para desarrollar estrategias que respondan a la complejidad del fenómeno. Asume como objetivo el protagomismo de los propios involucrados en la cuestión, en tantosujetos individuales y colectivos como alternativas al asistencialismo y paternalismo, adoptando una perspectiva crítica del fenómeno opuesto a la intolerancia y segregación social,y que apuesta al mejoramiento democrático de las condiciones de vida cotidiana.
