El Viceministerio de Defensa Social y Sustancias Controladas (VDS-SC) dependiente del Ministerio de Gobierno, a través de la Jefatura de Prevención Holística de la Dirección General de Defensa Social (DIGEDES) se constituye en el Ente encargado de proponer, desarrollar, ejecutar y aplicar políticas, planes y proyectos para la lucha integral del tráfico ilícito de sustancias controladas mediante la interdicción y la prevención holística.Asimismo, en el marco del Consejo Nacional de Lucha Contra el Tráfico Ilícito de Drogas (CONALTID), el Viceministerio se constituye en la Secretaria Técnica, siendo la encargada de dinamizar y efectivizar la política de Lucha Contra el Narcotráfico y la Prevención del Uso Disfuncional de Drogas; a través de sus instancias competentes: la Dirección General de Defensa Social, la Dirección General de Sustancias Controladas, la Fuerza Especial de Lucha Contra el Narcotráfico, la Jefatura de Prevención Holística y el proyecto de “Control Social de la Hoja de Coca”

La Jefatura de Prevención Holística,tiene por objetivo generar y fortalecer políticas públicas, programas y proyectos, que interactúan entre sí y con la sociedad civil, en el área de prevención del uso y abuso del consumo de drogas, con el fin de disminuir los factores de riesgo y fortalecer los factores de protección.
