- "Establecimientos que se constituyen en el eje del sistema de salud general, que interactúa fuertemente con la comunidad y con otros sectores, a través de las acciones de prevención, promoción, pesquisa, diagnóstico, tratamiento y seguimiento, rehabilitación y cuidados paliativos.
