COMPONENT 4 REINFORCEMENT OF BI-REGIONAL DIALOGUE ON DRUG POLICIES

Gender perspective and women empowerment in drugs policy, progress on the COPOLAD report

This document is being developed as a response to the demand extended by the EU-CELAC Coordination and Cooperation Mechanism on Drugs Policies. The report is led by Uruguay, and all countries and institutions that have expressed their interest are participating.

The main objective of the report is to develop a comprehensive vision of existing programmes and policies especially focused on women and the inclusion (or not) of a gender perspective in those programmes and policies (prevention, treatment, social integration, harm reduction, legal system and drug prosecution offenses). It is important to achieve and develop policies that target women and results are expected to help implement affirmative actions to overcome historical inequality women suffer and its effects on drug policies.

The report will include a literature revision including international laws and criteria, legislation, protocols, researches, reports, academic articles and programmes. It will mainly focus on literature from the American and European Continents. In its development, an invitation has been extended to countries willing to contribute to the report as well. It is also planned to incorporate the contributions of the civil society, represented by the bi-regional networks participating in COPOLAD.
