The Multilateral Evaluation Mechanism (MEM) is the peer review process that measures the progress of actions taken by OAS member states to address the problem of drugs and related crimes. The MEM evaluates Member States' implementation of CICAD's Hemispheric Action Plan on Drugs (2016-2020), which is aligned with the goals and objectives of UNGASS 2016 and the United Nations Sustainable Development 2030 goals. As the only evaluation of its kind, the MEM highlights the strengths and weaknesses in its country reports and encourages national dialogue among policymakers. CICAD presents the National Evaluation Reports on Drug Policy 2019 of the 7th Round of the Multilateral Evaluation Mechanism (MEM) of the OAS Member States.
The European Commission is preparing a third phase of this programme, therefore COPOLAD will be back at the beginning of 2021.
