Smokable cocaine markets in Latin America and the Caribbean A call for a sustainable policy response

This report presents a study of data collected by a network of researchers and street workers, and gathered by TNI between 2014 and 2018, to understand how local markets for smokable cocaine actually function in Latin America and the Caribbean.
The European Commission is preparing a third phase of this programme, therefore COPOLAD will be back at the beginning of 2021.
