This is a Performance Management Framework for the identification of indicators that are specific, measurable, attainable, realistic and time-bound; and an appropriate Monitoring and Evaluation framework to objectively assess the effectiveness, impact, and efficiency  of  the  Policy  and  the  agencies  responsible  for  implementation. The  core  pillars  and  the  proposed Strategic Agendas, Operational Plans and Monitoring and Evaluation Frameworks, will guide  the implementation of the Policy over the 2014-2018 period.
