Implementation

The 2nd meeting of Activity 1.4 Design of studies was carried out to evaluate and validate scales and indicators of "problematic use" of drug consumption, during March 26 and 27, 2018, in the city of Santiago, Chile. The second meeting seeks to provide continuity and compliance with the work schedule defined in the 1st Meeting of the Consultative Level Group held in October 2017.

The general objective of Activity 1.4 is to produce the necessary methodological designs so that the National Drug Observatories (OND) of the CELAC countries and other users can have instruments to measure problematic drug use in their populations (general and adolescents). scholarly), which allow generating valid information for decision making.

Associated operational objectives

0.1 - Establish the necessary operational bases to ensure the quality and coherence of the work to be performed and the necessary coordination and participation of all partners.
0.2 - Have adequate baseline information to: provide specificity to the contents and the actions planned in each component; meet initial expectations of each partner in relation to its participation in COPOLAD; and facilitate the programme evaluation.
0.4 - Establish the necessary institutional contacts to avoid duplication with already developed initiatives and ensure synergies with ongoing initiatives, both within the EU and CELAC.
1.3 - Test, develop or update evaluation and monitoring tools, processes and tasks, necessary to deepen the knowledge of the drugs situation in CELAC countries with well-established NDOs.

Results

  • It is agreed to work on two types of designs for the validation of scales: controlled clinical experiment (experimental design) and national surveys (non-experimental design).
  • It is proposed that the non-experimental design (national surveys) is the most approachable proposal for NDOs in Latin America and the Caribbean.
  • It is suggested that the experimental design (controlled experiment) should be multi-centric, that is, it should be worked in 3 or 4 CELAC countries.
  • Validation should be concentrated on scales for problematic consumption of alcohol and marijuana. Methodological guidelines should be generated to guide (give direction) to ONDs on how to validate scales of problematic use of substances (both experimental and non-experimental design).
  • The incorporation of questions about intensity of use (frequency and pattern of use) is not enough to determine problematic use. Other types of variables associated with problematic use should be included (for example, behaviours associated consumption and its pattern of use).

The diagnostic scales and instruments to be studied were defined, based on their current use in CELAC countries. A distinction must be made between scales and diagnostic instruments.

Indicators

Tested and validated, or/and updated evaluation and monitoring tools, processes and tasks, necessary to deepen the knowledge of the drugs situation in CELAC countries.
