The 2nd COPOLAD II Annual Meeting of National Drugs Observatories was carried out from the 13th to the 17th of November, 2017 in Lisbon, Portugal. In the Meeting the Working Group of Activity 1.5 had the 2° Meeting of the Advisory and Decision Making Level, joined with the experts and the tutors experts. The main objective of the Meeting was to provide training to NDO´s directors for elaborating the National Drug Report.

The overall objective of Activity 1.5 is to carry out the tasks to develop strategies to strengthen the analytical capacity of NDOs for drafting comprehensive national reports. The specific objectives are to define alternative models of National Reports, design a mechanism for the systematisation of information according to indicators and specific periodicities and define strategies of dissemination according to the target audience.
The specific objectives of the meeting relative to activity 1.5 include:
- Defining objectives for a National Report on Drugs according to interests of target audiences. Drafting objectives for a National Report on Drugs according to interests of target audiences.
- To improve dissemination information emanating from a National Drugs Observatory
- To acquire greater knowledge of Methodological approaches for the preparation of reports.
- To improve knowledge of strategies for dissemination of national reports.
- To incorporate the experiences of regional organizations in writing reports.
- To incorporate the experiences of Portugal in the dissemination of national reports.
- Defining the profile of the expert responsible for drafting the national report.

- Results
All objectives were accomplished. The coordinators further discussed COPOLAD’s guides to producing a national report, including the main parts: executive summary; national context and policies in the field; drug demand; drug supply; and research. The groups were informed that the National Report is designed to be a short stand-alone document, describing the national situation in 2017 as well as new developments and trends regarding the year 2018. The WGs agreed the deadline to submit the profile of the consultant that will produce the national report. Each Working Group will be guided by their respective coordinator.

At least ten (10) NDOs of CELAC countries have improved their reporting capacity in mapping new problematic use and/or new threats related with drugs.
