Its aim is to analyse the status of the National Drug Observatories of the CELAC countries as it relates to the experience on drafting annual nationals reports on the overall drugs situation, together with the development of communication strategies to different audiences (policy makers, media, professionals, general population, etc.), as well as to set the timeline of the activities foreseen to achieve the stated goals for this activity.

The first meeting of the Consultative and Decision-Making Level of Activity 1.5 was carried out. Strengthen the capacity of the NDOs to prepare a National Report, on July 4 and 5, 2017, in the city of San José, Costa.


The general objective of Activity 1.5 is to carry out the tasks of developing strategies to strengthen the analytical capacity of the NDOs for the drafting of comprehensive national reports.
The specific objectives are:

  • Define alternative models of National Reports.
  • Design a mechanism to systematize information according to specific indicators and periodicities.
  • Define dissemination strategies according to the target audience.

According to the methodology defined to meet the proposed objectives, the consultative and decision-making level should be conformed, whose task is to provide knowledge on the specific area of ​​the Project and make decisions on the conceptual and methodological guidelines to be followed, selection of experts and monitoring of the Project. It is made up of the leaders assigned by the leading countries, the representatives of the advisory institutions (EMCDDA-EU, OID-CICAD-OAS), the Task Force of the Component, European countries referring to the Working Groups and invited experts specifically in case of be necessary.

Associated operational objectives

0.1 - Establish the necessary operational bases to ensure the quality and coherence of the work to be performed and the necessary coordination and participation of all partners.
0.2 - Have adequate baseline information to: provide specificity to the contents and the actions planned in each component; meet initial expectations of each partner in relation to its participation in COPOLAD; and facilitate the programme evaluation.
1.4 - Implement a sustainable bi-regional cooperation capacity building strategy focused on enhancing the reporting capacity of NDOs being in an early stage of development.
1.5 - Implement a cooperation capacity building strategy in key areas identified, with special focus on the assessment of rising trends of problematic use of specific drugs.
1.6 - Continue to develop training opportunities focused in building capacities for strategic planning and the use of monitoring methods and tools, which can be mutually complementary.

Results

The objectives of the meeting were fulfilled in their entirety and the agreements reached are detailed below:

  • The Outline of the National Report Model was defined
  • The considerations that the experts of the Design Level should take into account when preparing the proposal of the National Report models were agreed upon
  • Consensus was reached on the considerations that the experts of the Design Level should take into account when preparing the dissemination or information dissemination strategy.
  • The selection of the experts of the Design Level was carried out
  • The selection of expert tutors for the follow-up of the countries in their preparation phase of the National Reports was carried out
  • The distribution of the countries in the five groups (3 Spanish speakers and 2 Anglo-speakers) is approved.
  • The profile of the consultant that each participating country has to designate to prepare the National Report is approved
  • The modality of the training to be offered at the OND Meeting in November 2017 (Lisbon) is decided
  • The work schedule is designed and approved
