The third follow-up meeting between the Coordination, Advisory and Design levels of Activity 1.5. Enhancing the capacity of NDOs to elaborate and disseminate a Country Report on drugs, was held on 4 and 5 June, 2018, in Panama City, Panama.

The general objective of activity 1.5 is to carry out the tasks for the development of strategies to enhance the analytical capacity of NDOs for drafting comprehensive National Reports. And the specific objectives are: 1. To define alternative models of National Reports 2. To design a mechanism for the systematization of information according to the specific indicators and periodicities 3. To define strategies for dissemination according to target audience.

The objectives of the meeting were:

  • To provide feedback to participants on the main points of the National Report contextualizing the need for a report to provide an overview of the drug situation
  • To give feedback to Consultants on the availability of 3 guidelines for the elaboration of the report, whose selection is determined by the availability of data in each country
  • To continue the training of consultants in charge of drafting the country report, according to proposal presented by the NDOs
  • To address more deeply the issue of how to prepare an effective Dissemination Plan for the National Report, differentiating between a Dissemination Plan and a Communication Strategy
  • To provide some general guidelines on what to do and not to do for a National Report as to its content and dissemination
  • To learn the degree of progress of countries in terms of search for information, compilation, analysis and elaboration of the National Report in each country; limitations and challenges presented
  • To identify the main problems presented by countries and progress made 8. To provide recommendations for countries based on the issues presented
  • To assess solutions to the process of drafting the National Report with regard to the problems presented
  • To promote work in groups for the organization of future work and potential cooperation between countries
  • To review the degree of compliance with the work schedule with consultants, making agreements and defining future work

Associated operational objectives

0.1 - Establish the necessary operational bases to ensure the quality and coherence of the work to be performed and the necessary coordination and participation of all partners.
0.2 - Have adequate baseline information to: provide specificity to the contents and the actions planned in each component; meet initial expectations of each partner in relation to its participation in COPOLAD; and facilitate the programme evaluation.
1.4 - Implement a sustainable bi-regional cooperation capacity building strategy focused on enhancing the reporting capacity of NDOs being in an early stage of development.
1.5 - Implement a cooperation capacity building strategy in key areas identified, with special focus on the assessment of rising trends of problematic use of specific drugs.
1.6 - Continue to develop training opportunities focused in building capacities for strategic planning and the use of monitoring methods and tools, which can be mutually complementary.

Results

All meeting objectives were fulfilled, and agreements reached on key further dates for the activity and all questions disused. Among agreements one on the minimum Dissemination Plan content that must have: 1. Electronic and physical version of the National Report 2. Available on Web page 3. Good quality of the report 4. A well-written press release 5. Well-organized press conference and communication with journalists 6. Social Media Post

Indicators

Implemented a sustainable bi-regional cooperation capacity building strategy focused on enhancing the reporting capacity of NDOs being in an early stage of development.
At least ten (10) NDOs of CELAC countries have improved their reporting capacity in mapping new problematic use and/or new threats related with drugs.
