The EU-CELAC Coordination and Cooperation Mechanism on Drugs, proposed in 1995 at the EU-LAC Summit in Madrid, was formally launched in 1999. Since December 2011, with the creation of the "Comunidad de Estados Latinoamericanos y Caribeños"/"Community of Latin American and Caribbean States" (CELAC), the denomination LAC is replaced by CELAC.
The actions of the Mechanism are based on the following documents: commitments of the Twentieth Special Session of the UNGASS (1998); the Panama Action Plan (1999); priorities identified in Port of Spain (2007); Declarations of EU-CELAC Summits; Declarations of the Mechanism; Annual Reports and the Working Procedures for the Mechanism adopted in 2009.
The Mechanism reflects the bi-regional commitment to act against the world drug problem in accordance with the principle of common and shared responsibility, with an integrated and balanced approach, and in conformity with international law, and with full respect for the principles of sovereignty, territorial integrity and non-interference in internal affairs of States.
