It is presented in Lima the outcomes obtained in each country participating in this study on the field made by COPOLAD and GIZ. In addition, a methodological introduction, the institutional capacities, and also the lessons learned / best practices and peer to peer learning made in the field of the Alternative Development during this time are addressed. 

More than 90 experts in the field of control of illicit drug precursors and information gathering of suspicious operations and possible deviations gather in Brasilia. The reduction of harmful environmental impact, derived from the dismantling of clandestine laboratories for the illicit manufacture of drugs, a highlighted topic of this edition.

Dialogue, exchange, and implementation of good practices and how to integrate them to development projects such as the reduction of poverty, equitable sustainable development, and the protection of the environment, are objectives of this forum.

COPOLAD meets countries’ demand from Latin America and the Caribbean to visit the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) which is reference agency of the EU. Spain leads this yearly initiative that on this occasion convenes in Lisbon more than 80 experts with the objective to keep promoting development and cooperation among the National Drug Observatories of the CELAC region. Portugal successful example serves as a reference for best practices in the region and to be presented to the visiting countries.
