The Brussels Declaration "Shaping our common future: working together for prosperous, cohesive and sustainable societies for our citizens" adopted during the EU-CELAC Summit in June 2015 affirmed the intention of the Eu and the Latin America region to "continue implementing, as appropriate, concrete actions, aimed at strengthening, inter alia, law enforcement cooperation, mutual legal assistance, transborder intelligence sharing, in order to dismantle criminal organizations, all within the full respect for human rights and international law"
As discussed on the occasion of the first seminar held in The Hague on 27-28 September 2017 and during the second one in Panama City on 16-17 January 2018 in line with the provisions of the Action Plan, this workshop contribute further to address the multidimensional issue if Citizen Security with a specific focus on border control, police cooperation intelligence sharing and the role of civil society in enhancing citizen security.
On behalf of COPOLAD, the Head of the International Cooperation Area of CITCO-Spain, Andrés Pérez, presents the programme's progress in this area, and reads the conclusions, being the chair and rapporteur of the Working group addressing the criminal investigation and Intelligence exchange. Twenty-five experts from 15 countries participate in this Working Group, as well as representatives of the European External Action Service, the European Commission, EL PACCTO and COPOLAD II programmes of the European Union and CARICOM (Caribbean Community).
Organized crime, in general, constitutes an integral, transboundary and expansive threat that, favored by the phenomenon of globalization, is threatening the economic structures of the States, transgressing and corrupting the global socioeconomic order. The participants in this workshop agreed to highlight the inescapable recourse to collaboration and international commitment to address the fight against organized crime, highlighting the proven effectiveness of multidisciplinary strategies and practices to counteract the various dimensions of the phenomenon of organized crime, betting on the knowledge transfer, networking and sharing best practices, without forgetting the continuous specialized training of members of security agencies as elements of added value in national and multilateral systems based on the rule of law.

0.3 - Ensure visibility of COPOLAD and its activities and disseminate the contents in the main political and professional forums in the field of drug policies to be held both internationally and in CELAC.
