The Security, Nuclear Safety Unit of DG for International Cooperation and Development of the European Commission organises the Crime Week (25-29 November 2019, the Hotel, Boulevard de Waterloo 38, Brussels).
For ten years the Cocaine Route Programme of the European Union has strived to address the challenges of an often-fragmented law enforcement approach along established illicit trafficking routes by promoting regional and trans-regional cooperation. Now, with the approach of the new EU budgetary period (2021 - 2027), the time has come to rethink and reformulate what we do and create new impetus for the European Commission's future global and trans-regional engagement in the domain of organised crime.
As part of those efforts, Unit B5 of DG DEVCO is launching a new umbrella programme for its organised crime portfolio. The new name is the Global Illicit Flows Programme (GIFP). This programme will include the existing components of the CRP (AIRCOP, SEACOP, CRIMJUST, COLIBRI and CORMS), as well as projects EU-ACT and ENACT. The new name reflects the understanding that the commodity-based conceptualisation of the threat has become insufficient, and that a shift towards a more abstract conceptualisation is necessary.
In order to provide an appropriate introduction of the GIFP, we have envisioned the Crime Week. This will be a series of four back-to-back events. Crime Week acts as a launch pad for the new programme, but also as a platform where a broad range of individuals, organisations and institutions dealing with the fight against organized crime can discuss, coordinate, and learn. All with a goal a more coherent and meaningful EU external engagement in the domain of fighting organized crime.
The four events of the Crime Week are:
i. The first Steering Committee Meeting of the Global Illicit Flows Programme of the European Union. The SC meeting will take place during the 25 November and the morning of 26 November. During the meeting the plan is to go through the most important features of the GIFP and project implementation (trans-regional and security cooperation; synergies; capacity-building; indicators). The goal will be to try to identify new elements which would increase effectiveness of our work. Please find the agenda attached.
ii. Presentation and discussion of the Review of the European Commission’s 2014 – 2019 engagement on countering illicit drug-trafficking under Instrument contributing to Stability and Peace. This event is scheduled for 26 November from 14h until 17h. The presentation will include preliminary findings and recommendations of the Review. Following the presentation there will be a discussion where implementing partners, Commission/EEAS services, and representatives from EU and EU Member States agencies will get an opportunity to give their view of the European Commission past, current and future engagement in the domain of countering drug-trafficking. The Review and the discussion will constitute an important input for the programming of European Commission’s external engagement in the domain of fighting organized crime in the next budgetary period (2021-2027);
iii. DG Home Affairs’ second iteration of Experts’ Meeting on Drugs. The event will take place on 27 November. It will convene key experts of various drug-related EU external actions on one side, and representatives from EU MS LEAs on the other. The purpose of this meeting is to provide a forum where EU MS can learn about EU drug-related external actions, seek synergies and communicate concerns.
iv. Global Initiative against Transnational Organized Crime’s Dialogue on Organized Crime (concept note and agenda attached). The event is co-hosted by DG DEVCO and will take place on 28 and 29 November. It will include sessions on infrastructure development in Africa, urbanization, illicit economies in North Africa and the Sahel, and Russian illicit financial flows.
0.3 - Ensure visibility of COPOLAD and its activities and disseminate the contents in the main political and professional forums in the field of drug policies to be held both internationally and in CELAC.
